LANTERN FARMS PROPERTY OWNERS ASSOCIATION, INC.
MAY 14, 2019 ANNUAL MEETING NOTES
HOA BOARD ATTENDEES: RICH KECK, STEVE SHARP, CHERYL CAMPANA, STEVE NARDE
Called to order at 7:00 PM by Rich Keck (Vice-President)
21 attended, 5 proxies

The reading of prior meeting minutes was waived by approval (Becky Holder proposed the motion, Amie Flowers seconded it).

Steve Sharp (Treasurer) stated that Lantern Farms HOA total assets were $12,960.87. He provided copies of Budget and Expenses statements to
homeowners present.

The Boards agreed upon HOA plan, is working towards $10,000 in reserve by the end of 2020.

A new water -hydrant was installed at both the 131st St. and Lantern Rd. entrance-way.

Future HOA projects were discussed – street lamps, landscaping, fencing, street-signs. Peter Merante (HOA Governmental Liaison) stated he believes the city has two different types of grants. One is for trees, and one is for general improvement. He will investigate further and find out the deadline to apply.

Becky gave updates on landscaping, and Peter explained that the city is no longer mowing the right of ways. The Board has hired LA Lawncare to mow the right of ways along 131st St. and Lantern Rd.

It was reminded to homeowners at the meeting, to pick up pet droppings, clear sidewalks of overhanging trees etc., not to put trash out too early, and not to blow grass clippings onto the road because it can have the same effect as black ice and cause accidents.

There was a discussion on the issue of blind spots when pulling out of LF at both Lantern Rd and 131st, and the fact that bike people don’t stop before crossing our entrances. The law is for drivers to stop as far back as the stop sign, then to move forward slowly, with caution before pulling out. The Board will contact Fishers on options that could be implemented to improve security on the walking path.

What about “Yard of the Week”? It was confirmed after the meeting, that Bob and Jennifer Brown weekly, select the yard, and post the sign in their front yard. As in prior years, at the conclusion of this yearly program, end of fall, one random drawing winner will be selected and win a $50.

Carolyn Welch asked about a neighborhood garage sale, and said that she was having one on June 7&8. Call her at 317.945.3221, if interested.

Rich Keck (VP) received a thank you for fixing a mailbox.

Nominations and the election of new Board Members, included Steve Sharp, Rich Keck, and Jose Castaneda.

Rich presented the plan of capping the number of rental properties. There were no objections, and a favorable discussion. There were comments to not grandfather the current rentals, could the HOA Board order background checks, and about a homeowner using their residence for an Air B&B, for example. The Board will continue to discuss this topic and formalize a plan to move forward on it. An amendment to the Declaration of Restrictions would be needed to be approved by homeowners, as set forth by the document amendment process.

Rich announced the next Board Meeting on June 4th and welcomed any members to attend.
